Guernsey Finance Industry Update

Chairman, Guernsey Finance & Deputy Chief Minister, States of Guernsey

Lyndon served a four year term as Guernsey's Chancellor (2004 - 2008) and progressed to become the jurisdiction's youngest and longest serving Chief Minister to date (2008 - 2012). Following a voluntary period on the back benches and a change to Guernsey's Government structure in May of this year, Lyndon has returned to frontline politics and was elected to serve for a four year term as Guernsey's Deputy Chief Minister, with particular responsibility for international, business and regulatory affairs. A former chairman of a substantial pension fund, Lyndon is also a professional, independent non executive director. He is currently on the board of a leading Guernsey based fiduciary company and also one of the world's largest independent private equity and real estate fund administrators. In addition he is a non executive director of an AIM quoted private equity fund and closed ended, unlisted, private equity structures and several other entities specialising in the investment sector. Lyndon is a graduate of the Institute of Directors company direction programme and is currently Chairman of the board of Guernsey Finance LBG, which is the organisation responsible for promoting Guernsey as an international finance centre.


James Crawford

International Business Development Director

James has recently joined Guernsey Finance as International Business Development Director. He is responsible for implementing the business development strategy, which is to promote the island as a global finance specialist and connect Guernsey’s industry in its chosen target markets. James has more than 20 years' experience in the fiduciary sector, where he worked for international banks and independent trust companies based in the Channel Islands, Switzerland and the UAE.

Barnaby Molloy

Marketing and Operations Director

Barnaby joined Guernsey Finance in October 2016, focused on delivering a marketing strategy which can successfully promote and connect Guernsey as the leading finance sector in its chosen markets. Barnaby joins with over 10 years of international marketing experience across Digital and TV, having most recently worked as Head of Marketing in the UK for the world’s largest casino company.

Dr Andy Sloan

Deputy Chief Executive, Strategy

As Deputy CEO, Strategy, Guernsey Finance, Andy is responsible for co-ordinating the development of financial services strategy. Andy established and chairs Guernsey Green Finance, the island’s sustainable finance initiative, and represents Guernsey at the UN’s Finance Centres for Sustainability Network. He is an expert reviewer for the International Panel on Climate Change’s Sixth Assessment Report and a Non-Exec Director of ESI Monitor, an environmental assessment company. He is a member of the BVCA’s Channel Islands Working Group, the CityUK’s IRSG’s regulatory coherence working group and is a member of the Institute of Directors and Institute of Risk. He joined Guernsey Finance on August 1st, 2018, from the GFSC where he was Director of Financial Stability and International Policy Advisor. He was previously GIBA’s first technical advisor and prior to this was States Economist and Head of Policy & Research. Andy has a PhD in Macroeconomics.

Dominic Wheatley

Chief Executive

Dominic is Chief Executive of Guernsey Finance. His role includes business development and the promotion of Guernsey’s finance industry in the island’s target markets including Europe, the US and the emerging markets, and liaison with industry associations and government, both in Guernsey and further afield. Previously Chief Marketing Officer of the Willis Global Captive Practice and Managing Director of its Guernsey business, Dominic has more than 25 years of finance experience in London and, for the past 20 years in Guernsey. Dominic is a member of the Institute of Directors and serves as a non-executive director on a number of local boards. He is a fellow of the Chartered Insurance Institute and holds an MBA from Warwick University.
